4. Recommending changes in the plan

(1) If during the implementation of the plan, there is a situation where the plan cannot be changed, the committee may submit a recommendation to the Government of Nepal to change the plan by mentioning the reasons.
(2) According to sub-rule (1), when submitting a recommendation to modify the plan, the committee must remain within the scope of the objectives and goals of the plan.
